The biggest complaint I get from players is the 50/50 saving throw. Really important moves like Phantasmal Killer nowadays are save ends kinds of deals. Is there anything we can do/take/learn to give enemies penalties to saves?

let's go in with the names:
Feats, malus inducing: - Aberrant Mark of Contagion (only ongoing damage) - Power of the Sea (divine) - Power of Tyranny (divine) - Diminishing Spirit Curse (warlock) - Thunder Hammer (fighter, only some conditions) - Deep Gash (fighter, only ongoing damage) - Ruthless Injury (rogue, only some conditions) - Genasi Fire Affinity (only genasi, rather useless) - Armor of Burning Wrath (only invoker, rather useless) - Moradin's Forge Student [Lesser Style] (fighter or warlord, flimsy malus, but rather all-encompassing) - Mountain thunder [greater style] (there's one version per each martial class, only some conditions) - Punishing strike (battlemind) - Accursed Challenge (paladin) - Tenacity For Living (any primal, spellscar, needs also "student of the plague", so many conditions and in only works for specific ongoing damage, i think it's useless) - Nature's Doom (wilden, useless) - Stinging poison (Athasian Ministrel theme, needs a specific power from the theme. Nearly useless) - Spell focus (paragon, wizard, quite good and all-encompassing) - Persistent Poison (paragon, only if you inflict something via a poison) - Dominating mind (paragon, only some effects) - Blade Channeling Mastery (paragon, sorcerer, requires Sorcerous Blade Channeling, the only -3 in existance) - Fist of heaven (epic, avenger)
now, all these feats are cumulative, so even the flimsy -1s can pile up. But also most of them are only for the effects of the inflictor, basically you have to pile up on your own stuff, though some of them will have effects also on stuff your allies do.
There's tons of powers that give enemies a malus to saves, which nobody uses because they are not cool enough. The list is too long, though the people who have them are: - Warlocks (12 powers) - Cleric (10 powers) - Invoker (8 powers) - Wizard (6 powers) - Monk (5 powers) - Psion (4 powers) - Rogue (4 powers) - Shaman (4 powers) - Bard (4 powers) - Warlord (3 powers) - Avenger (3 powers) - Assassin (3 powers) - etc.
4 themes will give you access to malus inducing powers (Veiled Alliance, Firecrafter, Athasian minstrel, Oghma's faithful) 12 paths and 18 destinies will give you access to malus inducing powers

DnD offline compendium, which is at the link i gave you lots of time ago and i think you also asked me how to make it run after they closed the site and was locked in a loop where it would not run unless you disabled the auto-update feature.

Filter by feat(or power or whatever) Then: saving throw penalty Or bonus, if you need one.
